The Twelfth Congress, held from September 1 to 14, 1921, in the spa town of Karlsbad (Karlovy Vary, Czechoslovakia), was the most consequential gathering of the movement in nearly a decade. Because of the geopolitical disruptions of World War I and its immediate aftermath, the global Zionist leadership had not formally met since the Eleventh Congress in Vienna in 1913

In the eight intervening years, the entire landscape of Jewish nationalism had shifted due to the collapse of the Ottoman Empire, the devastation of Eastern European Jewry via post-war pogroms, and the issuance of the 1917 British Balfour Declaration. The 1921 assembly marked the transition of the Zionist Organization from a purely ideological, lobbying movement into a quasi-governmental entity tasked with building concrete state infrastructure under the newly formed British Mandate.
